The mixture of data covering years 2017 to 2019 is a start but the aforementioned would be helpfull.
Secondly the survey is not neutral and should be evaluated/modified so as to provide neutral questioning re pro and con STR opinions and pro and con regulations opinions. As it is you are "leading the wittness" as it were. Simplistically put...
- For example, ask them what they think should be monitered and let it go at that.
you can't ask -"What about septic systems?", "what about crowded driveways?", "what about bonfires?", - you are stacking the deck.
(I have a consulting company in Operations Research- almost totally retired- but as a taxpayer I'd be glad to help you set this up at no charge. We've done this for large scale research projects in many industries so as to avoid contaminating the data with the questioner's opinion/objectives.)
Thirdly, you are asking opinions of the general public over the objections of many taxpayers.
The objection is that it is the Township of the taxpayers, for the taxpayers and by the taxpayers - we pay the freight and the survey is for us and not some non paying general public. And Staff is telling the Councillors that you can separate out the data between taxpayers and non taxpayers - maybe so but why collect such information in the first place? If it exists in any form it could inflence thinking which wouldn't be right, fair or ethical. Please get this fixed.
- and resend the new surveys to the people who have already answered recognizing that you have already contaminated their inputs and so their results should be kept in a special catagory and evaluated for usefulness.
You do want to do this right don't you?
Regards,
Kevin
